Falcon is simular to other race's transportation/reinforcing units but it has some handy tricks in its sleeve that justify using it.

You most likely won't use it too much as a mean of transportation, as webway gates and natural mobility of eldar gives you quite good ammount of mobility already. The reinforcing however is very important factor for this vehicle. Eldar units suffer from low hp, which means you likely will have lost model or two after gunfights with enemy. With falcon, you can easily refill your squads and stay on field instead of retreating to reinforce. Combined with farseer or warlocks healing abilities, you can easily keep field precence.

With reinforcing you can also win standup firefights with enemy. To notify, you should avoid slugfests and focus on flanking and suprise attacks instead of trading blows with enemy from cover to cover. Sometimes you however must do this, to keep enemy from finishing off important unit or to keep victory point. units like guardian lack durability to win these fight normally without shield projector, but with falcon you can reinforce lost models and win trough small attritional fight. you should still avoid this because constant reinforcing will kill off your requsition economy.

While falcon is particurally expensive compared to other transports, it carrier more proper weapon. While it initially seems weak, it adds up fast. It is good additional damage to win firefights against more durable enemies and it helps dealing with enemy vehicles. It cannot alone fell deff dred or dreadnought, but additional anti vehicle damage is always welcome for eldar which have particular lack of it. Combined with brightlance cannon, haywire grenades or farseers doom ability, you can threaten enemy vehicles easily to withdraw.

Falcon also remains useful to lategame, where are more risks for units such as guardians to lose models from heavy fighting. Falcons upgrade shield generator also increases its durability greatly, making falcon hard unit to force off the field.
